What the....?

Okay, can someone please tell me if this is normal language from a sitting President?

"...we look forward to the day when Cuba is free, and my Administration supports efforts to hasten that day's coming."

Those are the words of the President of the United States to dissidents gathering in Cuba. Is this a normal bit of token engouragement or is there something starting to roll in Cuba?
